WaW is a pretty old game and isn't really optimized well, for setups with more than one monitor. if you currently use a multi-monitor setup, you can unplug the additional ones and try launching the game again. some examples are MSI Afterburner, NZXT CAM, Fraps, Nvidia Shadowplay, certain Razer mouse/keyboard utilities etc. if you have such programs running on background, you may try closing them temporarily, for testing purpose.
